This is shocking. A chief nursing officer actually said this? This person has to be someone that has not practiced at the bedside for the last 20 years or so, and is not in touch with the real life world of patient care in the 21st century. I hope you educated this person. If not lets at least send her some information about PICCs that has been written in the last 5 years or so!!!!

Comparable in ignorance to this one,from a VP of nursing:
'PICC placement requires no special skills,knowledge or training. Anyone who can start an IV can do a PICC and as such it is not worth dedicating RN time to the procedure. It would be best performed by an unlicensed tech.'
This reminds me of what a long-time friend use to say, "You just can't fix stupid!"
