Need help with on call criteria

I need help with on call criteria.  We have been on call since our department started 8 years ago.  We have 2 FTE and 1 PTE.  We all work 12 hour shifts (6 am - 6:30 pm) and cover 7 days a week.  One of us goes on call at 6:30 until 6 am the following day.  We need guidelines / algorithms/ chart or something for the supervisor to use to see if it is appropriate for us to be called in.  The call had gotten really abused so they pulled back and we are not getting called in for anything anymore.  We have had a few instances lately with issues that a picc was really needed.  For example very low H & H and pt had high INR with multiple peripheral attempts with out success.  The doctor wanted a picc but we were not here since it was after hours.  So they want us to develop criteria.  If anyone has anything like this already that they would like to share we would greatly appreciate it.

On Call

 We to are asked to come up with P&P re. after hours PICC placements.  Currently we have a 2 PICC Nurses we also cover for all IR cases.

Over 800 hours of OT last year so management looking for solutions to cut this significantly.
